Our Mission

Our mission is to improve the quality of life for underserved populations and economically stressed communities by providing educational opportunities in the areas of conservation and environmental stewardship and sustainability, health and safety, nutrition and food security, and youth and family well-being.

Our Work

Our Work

We partner with federal, state, local public and private agencies and groups in carrying out our mission. Most recently, Pathway Excel received a USDA-NRCS federal award to work with the following organizations:

  • On Higher Ground, Inc to help develop educational programming for Native American reservations in Montana and South Dakota. 

  • Cottage House, Inc of Southeast Alabama to coordinate and provide program and administrative support in working with youth groups and ex-offenders in career and entrepreneurship experiences in agriculture related fields.

About us

Pathway Excel, Inc is a 501(c)3 organization. It was founded by Dr. James Oliver and his wife, Barbara Adams Oliver to support underserved populations, disadvantaged and minority audiences. “The needs in these communities, families and individuals are great,” said Dr. Oliver, “and there are plenty of not for profits meeting those needs -- but the challenge is providing educational experiences and support that promote self-reliance, collaboration and cooperation between and among the people, public and private organizations, and groups."

Leadership

James D. Oliver, PhD

CEO, Pathway Excel, Inc

James D. Oliver received his bachelor’s and master’s degrees from Colorado State University, Fort Collins, Colorado in Sociology and Education, and his Ph.D from the University of Missouri-Columbia in General Education Administration. He has held leadership positions at Colorado State University, the University of Missouri-Columbia, Lincoln University-Jefferson City, Missouri, and the University of Illinois Urbana-Champaign.

 

With more than four decades of working at Land Grant Universities, Dr. Oliver has secured millions of dollars in grants and contracts during his career and has written numerous articles on Cooperative Extension and Outreach. In addition, he established one of the largest STEM outreach initiatives for the Cooperative Extension Service while serving as Regional Director for Illinois Extension.

 

As an Associate Chancellor for the University of Illinois Urbana-Champaign, Dr. Oliver provided leadership and administrative support to the Chancellor. He was later designated as Senior Advisor to the President within the University of Illinois multi-campus system level. He was the first recipient of the USDA-Extension National Diversity Award which is given to someone with extraordinary leadership in inclusion and diversity in programming. Dr. Oliver is a highly sought-after guest speaker and lecturer on Leadership and Diversity at Land Grant Universities across the nation.
